When is the 10th ICTV report about Adenoviridae going to be uploaded here? Secondly, how I may cite this report in my thesis?

The ICTV Report can be cited in several ways:

As for publication of the Report chapter (and Profile) of the family Adenoviridae, I do not believe that publication will take place anytime soon.
